MaaS Global welcomes the goals for this framework as these are in line with our own. As the first MaaS operator in the world, we have committed to a sustainability agenda with the goal to replace 1 million private cars with Whim subscriptions by 2030. In this context, we want to emphasize the connection between the availability of mobility products and societal goals.
Studies* have shown that pay-as-you-go offerings without products (i.e. subscription tickets) for frequent travel do not create a strong competition to the private car. To reach the goals for sustainable mobility and a modal shift, it is important that the framework obligates a wide access to product resales. Customers should have access to both combined mobility solutions and single mode trips.
Any specific requirements monitored by the authority need to be specified in order to avoid an arbitrary evaluation of the ecosystem parties.
