Just as in any other resales, the MaaS provider should be compensated for the costs incurred by the resales (i.e. transaction costs, customer service, marketing) as well as a reasonable profit, as these constitute savings for the transport provider. The commission should enable a sustainable business model, especially as no surcharges are allowed.
We also strongly stress that any terms and conditions must be exactly the same for public and private MaaS operators and that these terms have to be financially sustainable for the market. We want to highlight that abuses of dominance and instances of margin squeezes have been identified as existing risks for the competition in the MaaS market, most recently by the Dutch Competition Authority and the Federal Bureau of Public transport in Switzerland. We are happy to share these insights with the government to provide additional background on the MaaS market.
